The problem is that the money was not budgeted at all. The failure of the scheme is not due to lack of any UC, as the budgeted amount drawn from treasury against actual payments disbursed.
Financial assistance is needed as most of the families affected by HIV are living in poverty (exacerbated by costs of medical care) and further loss of livelihoods due to illness/death, fatiguability and inability to do hard work.
If political will exists, the assistance money can be paid from NRHM/ RCH flexipool or other funds with district administration (and recouped later). The problem lies in the fact that there is no support group of PLHIV in the hill state to voice their concerns and problems.
