Dear Mr. Schmidtkunz,
I feel it would be good to focus your request a little. There is so
much going on regarding health reforms, sector wide approaches, etc. in
various African (Ghana, Zambia, Mali, Guinea-Bissau...) and other
countries ("municipalizacion" in Latin-America...) that your general
question would lead to a rather uncontrolled debate. But the idea is
fine: lets define the issues and start the debate...
