In the light of such a dismal response from Claudio regarding HMIS Reform
[HMIS reform (10)] IMPACT Systems would like to make the following
announcement:

In an effort to demonstrate the effectiveness of the IMPACT methodology
Application Software Technologies, Inc. and IMPACT Systems is offering to
collaborate with qualified organizations, both governmental and non-
governmental, interested in conducting a preliminary feasibility in
preparation for submission of a grant proposal through the World Bank's
Information for Development Program (infoDev).

"infoDev will sponsor projects that demonstrate the application of
information technology and communications to the solution of development
problems. The focus of these projects should not be on the technology
itself but on its effective use; not on computers or networks but on
information systems: societal capabilities based on the use of information,
that encompass their full context of people, institutions, policies,
processes, incentives, data, information technology, and infrastructure"
(infoDev Activities - Demonstration Sites)

Preliminary discussions with responsible parties at infoDev have confirmed
that an IMPACT demonstration site would be an excellent candidate for
funding through the infoDev grant program. A preliminary evaluation of the
potential site (preferably at a district level) needs to be conducted in
order to submit the required proposal. IMPACT Systems will absorb the
consultation costs incurred during the evaluation and proposal writing
process. The partnering organization or government is expected to cover
airfare and actual travel related expenses. The IMPACT consultant expects
only minimal accommodations and amenities.

It should also be noted that the IMPACT consultant will attempt to assist
the host organization in any way possible with their current HMIS needs
during the preliminary evaluation. Subsequent consultancy fees and related
travel will be budgeted within the infoDev grant.
