This debate should not be about the relative importance of the Public or Private health systems of care in tackling the health problems of the poor since there are both market and government failures. This discussion should also go beyond Public-Partnerships (PPPs), which are tending to a situation where no one feels able to be accountable.
Rather we should focus on organising care for a given population in our various settings, pulling on whatever resources are available in the community. And coordinating such care in a manner that is people (patient/client) focused, leading to better health outcomes - while reducing waste, duplication and fragmentation. There is no need for high sounding terminology or acronym to describe this new form of care - but a comprehension of a notion that should create a 'change movement' for better care for all.
In line with Jeff Buderer's comments, I wish to state that development is about people. People are 'the means', 'the agents' and 'the ends' of development. Any other perspective is 'fraud'.
