WHO has just come out with a second edition of the famous booklet with the complete International Health Regulations. As I understand it, this edition has some corrections in the text. It has the complete text of the IHR (2005), including the famous decision instrument to help a country decide whether to report an event to WHO, on page 43, with additional explanations on pages 44-46. Best of all, the booklet has a table of contents in the back.
