I would be grateful if anyone is aware of any work on developing desk top/lap top level IT systems for managing patient record filing and retrieval, laboratory results or pharmacy supplies for small hospitals

However, I'd recommend http://www.openclinica.org/ it is the one I'm using myself. It is a web-based open-source data capture and protocol configuration system with a strong bias towards clinical trials.
