Dear Mr. Abebe,
when establishing concurrent profit and non-profit ARV medicines supply
chains, there will be almost instantly a certain risk of drug diversions.
Regarding dispensing staff, nurses may essentially be retrained as pharmaceutical
technicians but this does not solve the problem of staff shortages in both,
the medical and pharmaceutical services. It may just have a cannibalism
effect. Even when dispensing ARV medicines on community level, the success of
therapy must be monitored via an immune system function test, for example CD4
T-cell counts, too.
