E-DRUG: Certification and GMP for the vaccines

Dear e-druggers,
I am seeking help regarding following information about any vaccines:
1. Is there any agency which certifies the efficacy and effectiveness
of vaccines.
2. What GMP status should be considered acceptable, as claimed by the
manufacturing companies?
3. How can one take a decision in selecting the best vaccine,
especially when two companies claim more or less same scientific basis
for their products.
