Don't do like in Uganda where there was no attention to drug supply when the decentralisation was planned. I have proposed to work with the local governments to hear their view and the "educate" them about drug supply issues. This has been accepted and is being implemented. What is important is to stick to the key criteria such as capacity, price, quality. In SA there would probably be various models to be used simultaneously. They should be able to assess orders and discuss them with the health workers making the orders.
