Dear Emmanuel

I am Romaldas Maciulaitis from Lithuania and could propose you some thoughts
about petrol stations.

I am clinical pharmacologist and do participate from time to time debating
on issues like yours. We had this discussion in Lithuanian some 5-10 years
ago. Since then, the question has been raised several times again and again.
Mainly, these are results from lobbying pressures initiated by owners of
gasoline stations. From my experience I could propose you to think about
some few strong arguments against sharing of the dispensing to gasoline
stations - GPP (Good Pharmaceutical Practice) and the full assortment of
pharmaceuticals in each outlet.

GPP as a the technical standard that does requires some necessary conditions
for distribution outlets. This includes not only necessary space and
distribution conditions but also personality qualification. Even OTC
medicines do require professional pharmaceutical advise during dispensing
action. All the time. This might be too expensive for owners. For some not.
But if you do precedent, then you will not be able to stop for all others.

The full assortment of medicines to have on the shelf should be available.
In country this could be nonpractical to keep available all assortment all
the time, while patients are mainly OTC driven. All "serious" patients go
to normal pharmacies. This could stop owners from pushing on your
authorities.
