E-DRUG: Dispensing drugs at petrol stations?

I'm a person incharge of licensing and registration of
pharmaceutical premises at the Tanzania Food and Drugs
Authority.
I'm requesting technical assistance to guide me while
processing application for establishing/opening a
pharmacy/chemist within a fuel station (Petrol
station).
I'm not sure whether i should accept such an
application or reject them as i have no back up
technical reasons especially in a country like
Tanzania where shopping malls are being opened, and
most of petrol station would like to have all the
business under one roof including pharmacies.
Basically, i'm interested to know what could be the problem of
allowing such pharmacies in these locations (Quality
of Drugs, Dispensers Vs Petrol).
Furthermore, I'm also looking for experiences from
other Drug Regulatory Authorities on which criterias
do you use to allow a pharmacy to be opened especially
distance from one pharmacy to another

Interesting question - any e-drugger has an opinion?
We already have pharmacies in supermarkets in South Africa...
TFDA is a fast-growing Drug Regulatory Authority.
