E-drug: Intellectual Property and Health Care

I recently had the opportunity to participate in discussions over the
Intellectual Property provisions of the proposed Free Trade Area for the
Americas (FTAA), in a meeting held in May 1997, in Belo Horizonte, Brazil.
I will be sending some notes from the discussions to this list at a later
date. For now I have a URL for the paper I presented at the meetings:

The paper deals with broader issues than health care, but health care is
the main focus. I spent a fair amount of time talking about compulsory
licensing, including a number of very recent compulsory licenses in the
United States (that worldwide opponent of compulsory licensing!), as well
as some other topics, such as the role of trademarks in protecting
advertising of infant formula to illiterate mothers, or protections of
health registration data. The paper was necessarily limited in scope
(about 9,000 words), but it may be a useful reference for those who are
learning about intellectual property laws and International trade
agreements.
