The USAID | DELIVER PROJECT is an Indefinite Quantity Contract (IQC)
managed by JSI and implemented with the support of a range of
subcontractors. The IQC objective is to improve the availability of
health commodities to clients in USAID-supported countries and
programs.
The work of the IQC is specified and carried out through individual
task
orders of which there are currently seven:
Task Order 7 (TO7) supports the President’s Malaria Initiative (PMI)
through three key objectives:
• Objective 1: Improve and expand USAID’s provision of malaria
commodities to programs.
• Objective 2: Strengthen in-country supply systems and capacity for
management of malaria commodities.
• Objective 3: Improve global supply and availability of malaria
commodities.
The Sr. Technical Advisor for Task Order 7 (Malaria) of the USAID |
DELIVER PROJECT has three principal functions:
(1) Provide technical guidance for field and core activities,
including
short-term technical assistance and development of tools and papers.
(2) Participate in global fora to improve the availability of high
quality malaria products.
(3) Serve as a member of the senior management team for Task Order 7
(Malaria).
The Sr. Technical Advisor reports to the Task Order Director.
Responsibilities for the Sr. Technical Advisor position include:
1. Determines strategies and priorities for the project’s
malaria-specific field programs and central activities in
collaboration
with the Task Order Director, project technical and in-country staff,
the USAID COTR, and other appropriate USAID staff.
2. Serves as a prime interface between the USAID | DELIVER PROJECT
country program structure and TO7, including the following
responsibilities:
a. Provides technical and strategic guidance to the field offices in
all aspects of their malaria-specific activities, ensures that task
order priorities are understood, and monitors implementation of those
priorities by country programs.
b. Works with country teams so that country-level malaria-specific
technical assistance requirements are met in a timely manner and with
the appropriate technical skills.
c. Updates country program and other key staff on changes in malaria
policies, strategies, newly approved antimalarials and other malaria
products, and malaria operating plans.
3. Serves as a member of the senior management team. The team is
responsible for establishing a shared vision and framework for
implementation, monitoring progress against that vision and against
task
order deliverables, and building and maintaining a high performing
team.
4. Promotes information sharing, learning, and application of lessons
learned across country programs.
5. Assists in the preparation of task order deliverables.
6. Liaises with other malaria control and supply chain management
projects, PMI and USAID, including Missions, HIDN, Global Health and
other bureaus.
7. Represents the project in international meetings and liaises with
international partners.
8. Participates in in-country technical assistance assignments as
appropriate. May travel up to 25% of the time.
9. Supports Washington- and field-based staff in appropriate areas of
professional development.
10. Performs other duties as assigned.
Required qualifications
1. Master’s degree in public health, pharmacy or related field or
equivalent experience.
2. Minimum of 5 years of experience working in public health programs
in the developing world.
3. Experience in managing in-country public health programs,
preferably
in Africa, and HQ management of multi-country programs,
4. Experience in or familiarity with designing and/or implementing
malaria control programs at the country level, including familiarity
and/or experience with malaria commodity selection and use in
developing
countries.
5. Familiarity with the President’s Malaria Initiative including its
objectives and priorities.
6. Excellent oral and written communication skills in English;
proficiency in French or Portuguese a plus.
7. Proven track record that demonstrates client engagement,
leadership,
project management skills and budget and resource management
experience.
8. Demonstrated ability to think strategically and creatively.
9. Demonstrated ability to work effectively with USAID, local
partners,
and subcontractors.
10. Strong initiative and self-motivation required, with a commitment
to teamwork and ability to work effectively within a nonhierarchical,
participatory management structure.
Preferred qualifications
1. Knowledge of key procurement and supply chain issues with respect
to
malaria commodities.
2. Experience in managing supply chain operations, preferably in
Africa.
3. Pharmacist.
