E-drug: Post for an economist with pharmaceuticals experience

Since the early nineties WHO/EURO Pharmaceuticals Unit, Special NIS
project has supported the newly independent states (NIS) in the
development and reform of their pharmaceutical sector.
For this work we are looking for an economist, with - desirable -
additional educational background in pharmacy/health economics/
public health, for a contract period of in principle 11 months. This is
short term contract according to the corresponding WHO rules, with
extensive travel in the region.
The successful candidate would work in the Pharmaceuticals Unit with
a team of experts advising and collaborating with the NIS authorities
in the following areas
* design and operationalization of drug reimbursement systems
* drug financing strategies as part of health care financing
* developing price regulation and price monitoring systems
* national drug policy development, with emphasis on affordability
and access to essential drugs
* management and organisation of the pharmaceutical sector,
including issues on public/private responsibilities in the
pharmaceutical sector), and additionally
* hospital drug management, financial management and organisation,
and procurement of drugs
The successful candidate would have knowledge and experience in
the areas mentioned, in different parts of the world, with hands-on
experience and proven track record of results, good advisory and
communication skills and a practical approach. Experience in
transitional countries would be an advantage. Knowledge of the
Russian, or another slavic language - with good understanding of
Russian - would be of advantage. Good computer literacy required.
