It would be very helpful if this topic could be discussed in a public
debate. In the UK tax concessions for industry donations were announced
by
the Chancellor of the Exchequer quite recently, so the issue of what can
be
regarded as an appropriate donation is of particular concern: evidence
could actually be used to set eligibility criteria for claiming tax
benefits.
The Guidelines are a starting point. They do not address, for example,
the
question of scale, and the potential for market distortion.
It would be good to hear from recipient country agencies that are
affected
by donations, such as the NGO health services that have organised
pharmaceutical services in many African countries.
