SOFRECO has been shortlisted for a project in UKRAINE financed by the the European Union (EuropeAid) "Strengthening Multi Sectoral Approaches towards HIV/AIDS Prevention among
Youth".

Overall objectives:
To strengthen multi-sectoral approaches towards HIV/AIDS prevention
targeting young people and implement comprehensive skills-based education
programmes at the national, regional and local levels in order to reduce
the spread of HIV in Ukraine.

Project expected commencement date: February 2005
Project duration: 30 months

Team Leader, International HTV/ATDS Prevention Expert
Duration of the assignment: 30 months (525 days)

The Team Leader will cover all the project components as well as the
general management of the project and he/she will hold (a) the full
responsibility for the provision of deliverables and (b) the project's
authority.

Qualifications and skills:
· University degree in Public Health, Medical Science or Social Science
· Fluency in English
· Extensive experience with managing complex technical assistance
assignments

Professional experience:
· At least 10 years of general professional experience in HIV/AIDS
prevention programmes, including 5 years of professional work in HIV/AIDS prevention work in at least one EU
or PHARE country

· Extensive experience in working with governmental and non-governmental
organizations

· At least 3 years experience in technical assistance projects in transition
countries
· At least 5 years relevant experience of organizing HIV/AIDS prevention work among
youths
· Knowledge of Ukrainian / Russian would be an asset
· Considerable experience in:
o managing a team composed of EU and local experts,
o supervising and co-ordinating ail aspects of the project's technical work
o ensuring good communication with the Project Partner and other relevant
stakeholders
o organising and supervising administrative and logistic support
o ensuring tendering and procurement in line with EU procedures

He/She will coordinate his/her activities with the beneficiaries and the
project manager at the EU Delegation in Kyiv. He/She will work closely
with both the MOES and the other key organizations involved in HIV/AIDS
prevention. Smooth collaboration between the team leader and the Ministry
of Education and Science as well as other Ukrainian authorities is crucial
to the implementation of the project. He/She will participate in the
Steering Committee and Technical Working Group.

International Monitoring I Evaluation expert
Duration of the mission: 210 days over 30 months

The Monitoring/Evaluation expert will work closely with the Ministry of
Education and Science and the various Ukrainian authorities involved in
the preparation of methods of planning, monitoring and evaluation of the
effectiveness of social programs at the national, oblasts and local
levels.

Qualifications and skills:
o Relevant university degree (e.g. Social Science, Health Management or
Public Health)
o Fluency in English
o Proven theoretical and practical skills in social research methods
o Strong expertise in programme monitoring and evaluation
o Knowledge of the peculiarities of the AIDS epidemic in NIS countries
Professional experience
o At least 10 years of general professional experience in monitoring and
evaluation, including 5 years professional experience in a EU/PHARE country
o Experience in conducting training on monitoring and evaluation
o Extensive experience in working with governmental and non-governmental
organizations
o Experience in working on monitoring and evaluation systems in the field of
health or social service provisions
o Experience in working on monitoring and evaluation systems in the response
to the HIV/AIDS epidemic would be desirable
o Professional experience in transition countries, preferably in TACIS
countries
o Knowledge of Ukrainian/Russian would be an asset

Experts needed:
Experts must have the nationality of one of the 25 EU Member States or
Bulgaria, Romania, or one of the beneficiary countries of the TACIS
Programme (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan,
Moldova, Mongolia, the Russian Federation, Tajikistan, Turkmenistan,
Ukraine and Uzbekistan.
