RFI: Evidence Based AIDS interventions

I am writing an HIV/AIDS control project proposal, and trying to rely
on evidence based public health to support the implementation of the
most effective strategies in this specific setting.

Is there any good evidence that knowledge in one's HIV status would
help on reducing risk behavior when treatment with ARV is not avail-
able?

I am also not clear on breastfeeding. Some countries do not promote
artificial feeding and others, with same level of resources and even
much more stigma do promote artificial feeding. Did WHO get to an
agreement on this?

I am stuck in the bush, if I had adequate internet access I would
check the Cochrane.
