African participation in AFRO-NETS (4)

Thanks for your note. I agree about the importance of not rushing to
judgment about a network that has been in existence for only six months.
And it's clear that, notwithstanding my concern about African participa-
tion, Afro-nets is making an important contribution. My congratulations
for having established a network that has attracted such strong interest.
Many such networks wither and die early on. Afro-nets is flourishing.
This is no small accomplishment.
Still, I think we agree that greater African participation would be
highly desirable. The question is just how to bring it about. Here, I'm
not certain myself. Perhaps the current exchange on this point will pro-
duce ideas.
If and when Afro-nets should wish to do something along these lines,
there's a competitive grants program on information technology administered
by the World Bank, for which I would think an effort to bring about greater
African involvement would be a natural candidate. I can provide further
information if you're interested.
