Call for Nominations of NGO Delegates 2006-2007
Deadline: May 15 2005
Here is a unique opportunity for committed activists and
HIV/AIDS advocates to make a difference to HIV/AIDS policy im-
plementation in their regions.
The Joint United Nations Programme on HIV/AIDS (UNAIDS) has va-
cancies on the NGO Delegation of its Programme Coordinating
Board (PCB) for two-year terms beginning 1 January 2006 and end-
ing 31 December 2007, for the following positions:
1. Africa Alternate Delegate
2. Asia/Pacific Alternate Delegate
3. Europe Alternate Delegate
4. Latin America/Caribbean Alternate Delegate
5. North America Alternate Delegate
The position of NGO Delegates on the UNAIDS PCB is very impor-
tant to the effective inclusion of community voices in the key
global policy forum for HIV and AIDS. NGO Delegates represent
the perspectives of civil society, including people living with
HIV/AIDS, within UNAIDS policies and programming.
What is expected?
NGO-PCB delegates are expected to:
- actively seek input from their respective community on key is-
sues related to UNAIDS policies and programs.
- advocate with members states (governments) and cosponsoring
organisations (the United Nations organisations that make up the
UNAIDS family) for meaningful improvements in the implementa-
tion and evaluation of HIV/AIDS policies and programmes.
What qualifications do you need?
* The PCB has drawn the following qualifications for candidates
for the Delegates:
* Good knowledge of English
* A zeal to positively influence policy decisions in favour of
all affected communities
* Past or current experience in community representation on
HIV/AIDS issues
* Knowledge of HIV/AIDS issues that transcend the country level
* Experience and understanding of the international policy-
making and advocacy
* A comprehensive knowledge and understanding of HIV/AIDS and
other political consequences of the pandemic
* The ability to communicate and liaise effectively with net-
works of NGOs, community-based organisations (CBOs) and groups
of people living with HIV/AIDS in their regions and with key
contacts (including facilities and capability to communicate by
telephone, fax and e-mail)
What it means to be a PCB NGO Delegate
Service on the NGO Delegation is a non-paying post; it attracts
no remuneration whatsoever. Delegates are expected to allocate
10% of their time to PCB duties and tasks. The Delegates or-
ganisation is expected to facilitate and guarantee the use of
office space, communications systems and facilities to its rep-
resentatives when engaged in PCB duties and tasks.
Nominations are invited from civil society organisations, commu-
nity-based groups and networks in any of the five regions.
Please note that although organisations will be selected as NGO
Delegates, the name and résumé of the representative of candi-
date organisations must be included in the nomination applica-
tion.
To nominate an organization, please prepare an application ad-
dressing the qualifications as described in the attached Terms
of Reference of the NGO Liaison Committee.

- A short profile of the candidate organisation
- Name and brief resume of the representative of the candidate
organisation
- A personal statement by the representative as to why she/he
would be well suited to this work
- Letters of reference from national and regional HIV/AIDS or-
ganisations in your region supporting the application

The selection will be made by the current NGO PCB Delegates by
the beginning of June and presented to the PCB for confirmation
at the end of June 2005 PCB meeting. The decision of the PCB re-
garding confirmation of NGOs will then be communicated to you
soon after its regular meeting.
