The fact that the Global Fund took the 'Project approach' focusing more on inputs that have been commoditized - was the main reason why the fund has been open to capture by some 'so called elites' who are found both in the Fund's management system and in the countries masquerading as country coordination mechanisms. As many of the projects are not coordinated with country's efforts at getting their health systems working again - verticalisation presents the right environment for corruption.
To get the Fund back on track to provided the much needed benefit for the majority of poor people in the world - the funds should now be channeled through the demand side, using all sorts of social protection mechanisms that would make health systems to be responsive.
