Free access to MEDLINE and other MEDLARS databases (2)

The Medical Research Council, South Africa (MRC) has successfully
negotiated with the National Library of Medicine (NLM) in Washington to
have its main medical databases available free for Internet users in
Southern Africa...
My understanding is that NLM has made the full Medline available to anyone
free of charge through World Wide Web (called PubMed). This decision was
taken because the US Congress asked NLM to make Medline available to all US
citizens, and not just the health professionals. Of course, through
Internet, it becomes available to the whole world.

The real issues in my mind are:
1) Does Medline cover all the journals of interest to Africa?
2) How do we address the bigger problem of getting the full text journal
rather than just the abstracts and references to our African
colleagues?
