Dr. Adu-Sarkodie's response on this issue raises a common misconception
in economics, namely: the difference between price and cost. If a ser-
vice is provided freely it should not be interpreted as being costless.
Even if a price is charged, that should not be interpreted as its eco-
nomic cost. Indeed, in the private sector, the price will inevitably be
higher than cost.
Perhaps the question we should be asking here is, "cost to whom?"
