Information on Brain Drain in Africa (3)

Dear Dr Oepen,
I am actually trying to explore all aspects:
1. "Brain Loss" or intellectual loss to other countries or even inter-
nally(e.g. from Universities to commerce);
2. "Brain Circulation" (e.g. the phenomenon whereby some period is
spent away on training etc + some work experience but the "brain" re-
turns before it outlives its usefulness);
3. "Brain Circulation" (I am just hazarding here - where less developed
countries that are better off, receive brains from the rest of us,
who at times have more than enough but cannot pay them - "Brains ex-
port". This may include agreements to repatriate some earnings etc.
4. I have thought of the issue of some situations when as you lose some
"brains" in some sectors, you gain others in other sectors: (e.g. you
lose doctors a lot but gain nurses etc. from other countries; loose
specialists but gain GPs?).
Have I confused issues further? I also want to see how countries cope
and mechanisms used to ameliorate the effects.
Any references and actual papers, comments etc., sent will be most wel-
come.
