Internet may aid Africa Colleges (20)
-------------------------------------
The thread on internet aid for African Universities has been an interesting
and long one.
Could someone do a quick analysis of how many of the contributions have
come from University-based users. I believe this discussion, like so many
others, is largely among the "haves" - in this case those who have at least
some internet access, many of whom are not university-based, about what the
have-nots should have. What do the universities, in particular, the
libraries that will receive this munificence think about it?
The World Bank proposal reminds me of the Leland Initiative, which, I
recall, caused a flurry of interest some time last year. The US Government
was going to toss some USD15 million at getting 20 African countries
connected. Has anything happened yet? What is on the agenda? If they do not
get something going, there will not be anywhere for them to spend the money
as the private sector and telecoms seem to have gotten into internet
connectivity without waiting for external aid to do so.
I am living and working in one of the countries that was scheduled for
inclusion in the Leland Initiative. Nothing appears to have happened here.
But I am told the Leland Initiative has a Web Site (almost by definition
not accessible by people in its target places!). A piece of the 15 million
no doubt has gone to this important and no doubt popular site. Maybe
someone who has Web access could check it out:

[Jeremy, why dont you try HealthNets 'GetWeb MailBot' service which
allows anyone with an e-mail connection to receive documents from the World
Wide Web by sending a message to:
getweb@usa.healthnet.org
Type the following commands only in the text of your message: (leave the
'Subject' line empty)
get http://www.info.usaid.gov/regions/afr/leland/
end
You will receive via e-mail the plain text (ASCII) copy of the above WEB
page. Links to other pages, other servers (ftp, gopher, etc.) are numbered
in square brackets [ ] and summarised with their respective URL at the end
of the document. You can again send a message to 'getweb@usa.healthnet.org'
to retrieve them in the same way.
