Here is a brief synopsis of the document:

This eight-chapter book is designed to help nations outside the U.S.
rapidly mobilize appropriate resources to address the HIV/AIDS epi-
demic in their countries. The book discusses specific strategies for
preparing an Expanded and Comprehensive Response (ECR) to meet this
need. It frames the discussion in the context of the economic, po-
litical, social and health challenges already facing these countries.
