New Publications from MSH

Announcing two new publications from Management Sciences for Health!
1) Ensuring Equal Access to Health Services: User Fee Systems and the
Poor
This book examines user fee systems in five countries (Kenya, Guinea,
Tanzania, Ecuador, and Indonesia) and synthesizes the findings to
make recommendations for policy experts and decision-makers. Audi-
ences for this book include teachers and students of international
public health, managers of health programs in developing countries,
donors financing health care activities, health economists, and
health policymakers seeking to make new or existing user fee systems
more equitable.
2) User Fees for Health Services: Guidelines for Protecting the Poor
Health policymakers and program managers in both the public and pri-
vate sectors will find this book useful for designing and implement-
ing financing mechanisms that protect the poor and ensure equity. The
guide helps policymakers and program managers to consider what infor-
mation they need if they plan to introduce user fees. It addresses
important issues such as: What is the role of user fees in funding
health services? When are special mechanisms necessary to protect the
poor? What types of mechanisms are available, and how effective and
costly are they?
