Accountability and Transparency are indeed essential. However,
the web is not sufficient in the areas of greatest poverty where
most folk do not have internet access - other forms of account-
ability to communities must be found and enforced - but who will
do this?

I agree with you Laura. Right now, web is only for the afford-
able. But it is accessible globally. May be we could evolve a
system of how accountability could be handled bottom-up and top-
down.

We certainly need everyone involved and interested to be aware
of the accountability norms followed with deviations if any. It
is like budget planning from the community and actuals allocated
from the top with mid course corrections.

If we break down by country, State, District, County, Town, Vil-
lage, etc. then we can have concentric circles overlapping each
other in developing the information base and communicating
transparently.

I acknowledge, it is easier said than done. But we need to de-
velop the model and work on it, so as to have it established in
communities, for Community Centric Sustainable Development.

I am marking copies of this mail to a few of those actively in-
volved in the Transparency and Accountability Network with
hands-on experience, to share their views for the common bene-
fit. We hope we will hear from them.
