The African Comprehensive HIV/AIDS Partnerships (ACHAP) is a country-led, public-private development partnership between the Government of Botswana, the Bill & Melinda Gates Foundation, and Merck Company Foundation dedicated to supporting and enhancing Botswana�s national response to HIV/AIDS.
Our mission is to support Botswana�s national comprehensive HIV/AIDS strategy to prevent new HIV infections and to reduce the morbidity and mortality of HIV/AIDS.
We do this in collaboration with government, civil society, development partners and the private sector by facilitating the development and implementation of strategic initiatives and providing human, technical and financial resources. In line with this strategy, the following positions have become available;
1. DIRECTOR � PROGRAMMES (ONE POSITION)
2. DIRECTOR � MONITORING, RESEARCH AND EVALUATION (ONE POSITION)
The above positions are tenable for a period of two (2) years and are based in Gaborone, Botswana. These positions will entail district travel. The successful position holders will be staff members of ACHAP and will be rewarded on ACHAP terms and conditions.
1. DIRECTOR � PROGRAMMES (1 POSITION)
Reporting to the ACHAP Managing Director, the role holder will be responsible for leading the programmes team, providing the necessary technical leadership and guidance in the attainment of ACHAP�s programme and strategic objectives in support of the HIV/AIDS/TB response in Botswana
The main responsibilities will include:-
Programme management and implementation
� Contribute to the conceptualisation of ACHAP programmes and strategies
� Provide technical leadership and guide implementation of ACHAP programmes
� Manage the ACHAP programmes team to ensure attainment of ACHAP�s strategic objectives and goals
� Work closely with the Managing Director and ACHAP Senior Management Team to contribute to effective oversight of the organization and achievement of ACHAP�s strategic objectives
Make recommendations on major programme decisions
� Provide technical and operational support to the Managing Director, national authorities and key stakeholders on strategic programme development and planning issues.
� Help determine resource allocation for ACHAP supported programmes and initiatives
Information Management
� Collate and disseminate information from various sources and stakeholders to assist in organizational policy and guidelines formulation
Manage performance
� Provide effective team leadership
� Set performance goals tailored to each ACHAP program officer, team or unit supervised
� Monitor individual, team and program/project performance against performance goals and ensure that progress is being made and undertake corrective action as necessary
� Initiate recommendations and processes to reward good performance
� Oversee the preparation and dissemination of periodic reports that track the performance of the Programmes Department to the Managing Director and relevant stakeholders
Shape and develop strategies, operational structures and goals for ACHAP programmes, and make the required recommendations to the Managing Director to guide the organisations strategic direction and ACHAP�s contribution to national HIV/TB responses and interventions.
� Develop ACHAP programme strategies
� Define the required project components to attain programme and organisational goals
� Develop functional unit work plans with measurable outputs and targets
� Direct preparation and implementation of plans for program officers and teams/units
Guide the planning and control of the programs
� Oversee the development and management of programme budgets.
� Effectively manage resources required for programme implementation
� Guide the development of organisation-wide interventions which ensure comprehensive support to national HIV/AIDS/TB/STI programmes within the organisational mandate
� Develop measurable targets and outcomes against which programme performance will be monitored.
� Ensure the development of effective prevention interventions in support of the national HIV/AIDS response with emphasis on scaling up prevention interventions and development of programmes with strong sustainability potential.
KNOWLEDGE AND EXPERIENCE
� Excellent programme management skills with a minimum of 10 years field experience.
� At least 5 years experience in programme management at a senior level. (HIV/AIDS and TB related programme management experience in developing country settings will be an added advantage).
� Enthusiastic and passionate about healthcare and development issues in resource-constrained settings
� Strong quantitative skills with a good understanding of epidemiology, disease control principles, health service management and evaluation, and basic competencies in biostatics.
� Proven track record of effectively leading teams in complex and dynamic situations
� Experience with working with multiple partners at a senior level including international organisations and Government
� Proven track record of working and achieving results in developing country settings
QUALIFICATION
� A degree in medicine with a post graduate degree in public health, (a basic understanding of health economics and social science methodology and experience working in a multi-partner environment will be an added advantage).

2. DIRECTOR� MONITORING, RESEARCH AND EVALUATION (1POSITION)
Reporting to the ACHAP Managing Director, the role holder will be responsible for directing ACHAP�S Monitoring, Research & Evaluation and Documentation strategy. The job holder will have the mandate of ensuring that the impact of the Botswana�s multi sectoral response to the HIV/AIDS epidemic are objectively measured and documented.
The main responsibilities will include:-
� Developing, driving and co-ordinating the process of monitoring, evaluation, research, of ACHAP supported programmes, assessing the impact of these on ACHAP goals in relation to their contribution to Botswana�s national HIV/AIDS response.
� Defining research priorities for ACHAP and clearly articulating the Research agenda.
� Facilitate engaging research consultants to conduct research in line with the Research agenda.
� Guiding the development of ACHAP�S strategic objectives and Monitoring, Research & Evaluation framework with very clear indicators.
� Developing a logical framework to facilitate standard planning for all ACHAP partners.
� Facilitate the development and management of the documentation policy and strategy
� Advising ACHAP Management and partners on all technical aspects of HIV/AIDS related to measurement and the impact of ACHAP supported programmes.
� Providing strong leadership and management to the Monitoring, Research & Evaluation team
The Knowledge and Experience required:-
� A Masters Degree in Public Health or Social Sciences or its equivalent
� A minimum of ten (10) years experience in developing, implementing, monitoring and evaluation systems in health related areas and conducting relevant research.
� At least five (5) years post qualification experience in a senior management position in a related field.
� Experience in working with government systems and multiple partners will be essential.
