You can easily find the information in a publication called "World-
wide Government Directory with International Organizations" published
annually by:

This publication lists all the ministries of all the countries in the
world.
If you do not need have the full listing, you can go on the web and
search each country individually using such search engines as
http//:www.alltheweb.com or
http//:www.google.com or
http//:www.dogpile.com.
The problem here is that you sometimes have to know the exact name or
hope that the site has such words as "ministry" or "ministere"(in
French)...or in the US, the Minister is called the Secretary and your
ministry becomes a Department.
If you need the info for but one or two countries, I could help be-
cause otherwise, it takes time from my job.
