RFI: District Health System Management

This is in connection with the course announcement on AFRO-NETS of 9
June on District Health System Management. While I am a keen student
of the District Health System, your announcement has prompted me to
ask questions rather than apply for the course. It is clear from the
content of the course material that you have a wealth of information
on the District Health System. I therefore trust that you could help
me find out more about the role of research in the district health
system. I am particularly keen to get information on the following
issues:

- what are the conditions for developing an effective health research
  system at the district level?
- what is the research management mechanism needed to create and
  maintain a research culture at the district level?
- how can district research priorities best be identified and trans-
  lated into a research agenda?
- what are the capacities needed to implement the research agenda at
  the district level?
- what should be the role of international agencies/donors in stimu-
  lating district health research?

I would appreciate any comments on the above subject, and/or send me
reference materials/publications on the subject.
