WHO has done a number of studies on health care financing in Af-
rica and other places and most of these study reports and manu-
als for computation of some indices are posted on their web
page. Just go to http://www.who.int and then go search and type
in 'health care financing'.

I also did my thesis in this same field for Uganda.

I would also recommend looking directly in the WHO library data-
base WHOLIS http://dosei.who.int and entering the terms health
and financing or similar terms and you will get the most com-
plete number of WHO documents/publications many in full text
format.
