E-drug: Advertising and marketing of essential drugs

In the Provincial Delegation for health, we have a goal to make
essential drugs available : to make every one in this province know
that essential drugs are available in the health centres and the
hospitals and the prices
have been reduced by 80% of the former prices.
We have done media and poster campaigns which have worked relatively
well but not yet satisfactory enough.
Has somebody worked on a similar issue before?
How did you deal with the masses who still believe that it is
'easier' to buy medicines by the roadside or the market place and
that consultation in hospitals take too long?
