E-drug: ARV-treatment in developing countries?

Dear E-druggers,

We are three Danish public health students from the University of
Copenhagen. We are about to finish our Bachelor degree with a
project on WHO's Essential Drugs Programme and antiretroviral
treatment under counselling of Anita Ronn and Flemming
Konradsen.

The focus of the project is to discuss whether or not antiretroviral
treatment should be on the national Essential Drugs Lists in
Tanzania and Brazil.

The main aim of the project is: "Through an analysis of the WHO
Essential Drug Programme and the guidelines for inclusion of drugs
on the Essential Drug Lists, we want to discuss whether
antiretroviral treatment of HIV/AIDS should be included on the
national Essential Drug Lists in Brazil and Tanzania."

To answer the above as well as possible, we want to supplement
the knowledge that we have gained through literature, with input
from persons knowledgeable on this specific field.

We ask you to give us your personal opinion on the issue of
introduction of antiretroviral treatment in developing countries, in
each of the questions below.

Please use a few minutes to fill out the questionnaire. You may
answer each single question or give an overall comment on
antiretroviral treatment in developing countries. Additionally, if you
have more to say on any issue concerning this area, that could be
important in a discussion of these matters in focus but has not been
directly mentioned in the questionnaire, please feel free to add
them.

Antiretroviral (ARV) treatment in developing countries.

The focus of this project is on Brazil and Tanzania. The questions
below can be answered in a broad and general way, but if you want
to answer the questions more specifically for the two countries,
please do so.

1. We would like to know your overall position on ARV-treatment of
HIV/AIDS in developing countries, and whether or not you think
that ARV treatment should be included on the national Essential
Drugs lists?

Furthermore, we would like you to comment on the aspects below,
which make up the main focus of our project.

2. Is it possible to secure access to ARV treatment for all?

3. Is it possible within the current structure of the health care
systems?

4. Are there sufficient resources within the health care systems?

5. Is it possible to secure quality drugs?

6. Is it possible to secure safe and rational use?

7. Have you got any suggestions on how to overcome possible
barriers?

8. Can we take any use of experience from other fields, e.g.
tuberculosis treatment programs? (If yes, how?)

9. Can one defend not to offer ARV treatment in developing
countries?

10. Which other aspects could from your point of view, affect a
successful introduction of ARV treatment in developing countries?
