R-DRUG: Call for EOI: Consultancy - WHO Regional Office Europe - Access to TB medicines- deadline 15 October 2021

Purpose of the consultancy:
The aim of the technical assistance is to support WHO EURO to have an overview of the medicines recommended as per the latest WHO recommendations facing access challenges in the WHO EURO region. (https://www.who.int/publications/guidelines/tuberculosis/en/).
The consultant will be recruited by WHO EURO to undertake the following activities:
1. Conduct a desk review of recently completed assessments and reports focusing on access to TB medicines and diagnostics in EURO member states (MS), including EU MS.
2. Identify TB medicines and diagnostics recommended by WHO latest TB Guidelines (adults and children) that have challenges access in MS in EURO region and include their regulation status in the EURO Region
3. Group the TB medicines and diagnostics recommended by WHO latest TB Guidelines that have access challenges EURO region by type of access challenges ( as example but not limited: high price, registration status, product not manufactured anymore.)
4. Identify and analyse the availability and needs of TB products (INN, dosage, MA, etc.) available on the market in the EURO region.
5. Identify the civil society active groups and NGOs working on access to TB medicines in EURO region and summarize the reports/ recommendations available on access to TB medicines.
6. Estimate quantity of TB medicines needed as per latest WHO Treatment guidelines per patient/ treatment (number of pills). Those estimation will be useful to have an estimation of the market size in the WHO EURO region.
7. Draft guidance for EU MS on the options available for procurement of TB medicines from UN/International pooled procurement agencies
8. Draft a report including background, methodology, main challenges and specific solutions per each specific products in the EURO region
9. Liaise with the EMA to facilitate registration of essential missing TB drugs in the EU member states.(TBC)
10. Organize a workshop including all relevant stakeholders to present challenges and discuss on potential solutions (European Medicines Agency, TBC)
Qualifications required:
Qualifications or specialized knowledge:
- An advanced university degree (master's level or above) in pharmacy, medicine, public health or related field from a recognized university.
Experience:
At least 7 years' experience working in public health programs related to access to medicines and health products
. Work Experience in pharmaceutical policy, national procurement and regulation
. Previous experience on Access to medicines in the WHO European Region
Desirable:
. Work experience with or in national TB programs
. Working experience in EU countries
. Work experience in WHO or another international public health organization
Skills/Knowledge
- data analysis skills
- report-writing skills (in English).
Languages required:
- Excellent knowledge of English.
- Desirable: Russian
Contract duration: 60 days (1st November 2021 to 15 February 2022)
