E-drug: CIPLA 3 in 1 ARV patent

I have asked CIPLA for some information on where it has filed its patent
on the 3 in 1 3TC+d4T+NVP combination -- the Triomune patent.
According to Jerome Smith from CIPLA/Medpro in South Africa:

          We have a Triomune patent (filed long ago) in South
          Africa, DRC, Namibia and all the ARIPO countries. We're
          quite prepared to offer voluntary licences on most
          reasonable terms.

From the ARIPO (African Regional Industrial Property Organisation) web site:
"There are currently fifteen states which are party to the Lusaka Agreement
and therefore members of ARIPO. These are: Botswana, the Gambia, Ghana,
Kenya, Lesotho, Malawi, Mozambique, Sierra Leone, Somalia, Sudan, Swaziland,
  Tanzania, Uganda, Zambia and Zimbabwe."

This would seem to make CIPLA subject to the compulsory license in
Mozambique. I believe at least one other member of this group has
issued compulsory licenses on this same combination, but I haven't see
the licenses yet.
