E-drug: Compulsory licensing in Canada

I am looking for information and reference on the impact on drug
prices of abolishing/restricting Compulsory licensing in Canada. I am
particularly looking for impact on national and/or provincial health
budgets. I seem to remember reading something like "contributed to
crisis in the health system".
