South Africa is preparing to decentralize primary health care services...

Don't do like in Uganda where there was no attention to drug supply when
the decentralisation was planned.

I have proposed to work with the local governments to hear their view and
the "educate" them about drug supply issues. This has been accepted and is
being implemented.

What is important is to stick to the key criteria such as capacity, price,
quality. In SA there would probably be various models to be used
simultaneously.

[I think essential drugs concept training for all the drug
distribution staff about the use of drugs according to standard
treatment guidelines, and the need for accurate health information
records is crucial. They should be able to assess orders and discuss
them with the health workers making the orders. Also, regular
supervision/support of the decentralised staff by the central staff
is extremely important. BS]
