In the September issue of the WHO Bulletin, Marcus M Reidenburg defines the term "essential drugs" and explains why this concept was introduced in 1977 in an editorial. http://www.who.int/bulletin/volumes/84/9/06-034447.pdf
Pieter Stolk et al. call in their article for the creation of an Orphan Medicines Model List of drugs for rare diseases, to complement the WHO List of Essential Medicines. http://www.who.int/bulletin/volumes/84/9/06-031518.pdf
