E-DRUG: EoI for anti-malarial QC lab services in Cameroon

INVITATION FOR EXPRESSION OF INTEREST FOR THE RECRUITMENT OF A QUALITY CONTROL LABORATORY OF ANTI-MALARIAL DRUGS (ACT AND SP) AT THE NATIONAL MALARIA CONTROL PROGRAMME Funding:Global Fund to fight against AIDS, Tuberculosis and Malaria (Grant CMR-910-G07-M).
I/-CONTEXT
The Ministry of Public Health,
Principal Recipient for the project "SCALING UP MALARIA CONTROL FOR IMPACT IN CAMEROON 2011-2015" financed by the Global Fund to Fight against AIDS, Tuberculosis and Malaria, intends to conduct a quality control of anti-malarial drugs on Cameroonian market. A Call for Expression of Interest is launched to the attention of eligible national or foreign quality control laboratories in the subsequent Restricted International Call for Tender for the recruitment of a quality control laboratory of anti-malarial drugs (Artemisinine Combination Therapies (ACT) and Sulfadoxine- SP) purchased and distributed as part of the aforementioned project.
ll-PURPOSE
This Call for Expression of Interest
aims at short-listing providers or laboratories with technical skills necessary for the Quality Control of malaria drugs (ACT and SP) who will participate in the Restricted International Call for Tender (RICT) for the recruitment of a quality control laboratory of antimalarial drugs (ACT and SP) purchased and distributed within the framework of "SCALING UP MALARIA CONTROL FOR IMPACT IN CAMEROON 2011-2015" indicated above.
lll-PARTICIPATION
Participation
in this consultation is open to all Cameroonian-based or foreign providers, with experience in the field of Quality Control of drugs who respect the eligibility criteria below.
IV/-ELIGIBILITY CRITERIA
To participate in this Call for Expression of Interest (CEI), the candidate should be a Cameroonian-based or foreign provider, with the following administrative and technical capacities:
- Present an administrative and financial file in compliance with the essential criteria and according to the elements of volume 1 below;
- Present a technical file in compliance with the essential criteria and according to the elements of volume 2 below; Candidates must present the following documents as originals or certified photocopies authentified by the issuing authority. They should be less than three (3) months as from the date of publication of this Tender and valid for the current year.
V/-VOLUME 1: ADMINISTRATIVE FILE
The administrative file should
contain the following documents as originals or certified photocopies authentified by the issuing authority:
1 - For National Institutions:
- A letter of expression of interest by the candidate stamped at the current rate, and written on the letterhead of the candidate;
- A certified copy of the business license;
- A certified copy of the taxpayer's card; A certificate of financial capacity issued by a financial institution approved by the Ministry of Finance;
- The original of the attestation of solvency issued by the Registry of the Court of First Instance of the Tender's head office;
- A certificate and the location plan of the service provider signed by tax authorities;
- A tax certificate for the current year;
- A tax clearance certificate for the current year.
2 - For foreign companies:
In addition to the letter of
expression of interest, foreign companies should provide all evidence supporting their legal existence and showing that they are up-to-date vis-à-vis the tax authorities.
NB:The
absence or invalidity of one of the items listed above may result in outright rejection of the bid.
VI/-VOLUME 2: TECHNICAL FILE
Interested candidates should
provide all information showing that they are qualified to perform the abovementioned mission (brochures, references concerning the execution of similar contracts, descriptions and experience in similar assignments, availability and appropriate skills of the staff).
Thus, the technical file should include:
a) The company's references for
the past two years.
- The Laboratory shall present its references in a summary table showing the execution date, the service provided, the service cost, and the recipient.
- In addition, the provider should attach any other document which may facilitate a better understanding and explanation of the services provided.
VII-ESSENTIAL CRITERIA
The application file shall be
evaluated and scored on 100 points according to the following
criteria:
- Presentation of a pre-qualification certificate issued by WHO or an ISO 17025 Certificate (50 points);
- Experience in the relevant field or Candidate's Credentials (40 points);
- Presentation of the file (10 points); Only candidates who score a technical note of at least seventy (70) points out of one hundred (100) at the end of the evaluation shall be short-listed for the subsequent Restricted Invitation to Tender.
VIII/ - SUBMISSION OF FILES
Each file drafted in French or
English and in five (5) copies including one (1) original and four (4) copies in a sealed envelope shall reach the Secretariat of the National Malaria Control Programme, located opposite the Camp Bove Government Primary School on the road to the Cameroon Red Cross, Tel: (237) 22 22 39 17 no later than the 28th of june 2013, at 11 a.m., local time.
