Dear Members,

As the European Union (EU) moves along in its trade negotiations with
the MERCOSUR and other developing countries, it is important to look
back on previous negotiations and to take stock on lessons learnt.

The bilateral trade agreement negotiations between the EU and Peru &
Colombia have concluded and implementation is now pending. Health Action
International (HAI) Europe, a member of the Latin-American and Caribbean
-Global Alliance for Access to Medicines, has prepared a briefing paper
providing an overview of the agreements' history: the initial European
demands on Intellectual Property; their implications for access to
medicines; negotiation developments and their final outcomes.

This publication, The European Union & Andean Community Trade
Agreements, Intellectual Property & Public Health, also considers the
negotiations' political context with the breaking up of a multiparty
agreement into bilateral ones, and the potential impact of several
Intellectual Property provisions on access to medicines in Colombia and
Peru. This policy paper is available in English and Spanish. As a
complement, HAI Europe has also developed a Chronology which traces back
the EU-Andean Community trade agreement since June 2007.
