A Medical Research and Development Treaty:
Is it the answer to global health needs?

In the past few years, billions of dollars have been committed by philanthropists and governments to the development of new drugs for the diseases of poverty. Nevertheless, some still argue that too little is being spend on the development of such medicines and have called for radical changes to be made to the global system of R&D.

One suggestion is for a binding, "Kyoto-style" international Medical Research and Development Treaty (MRDT), through which R&D could be centrally directed towards perceived health priorities. Variants of this treaty is currently under discussion amongst members of the WHO.

But is a MRDT necessarily the answer to this perceived problem? How would such a mechanism work and what impact would it have on innovation? Indeed, is this idea even economically and politically feasible?
