E-drug: Hospital management standards

Dear e-druggers,
Yemen has a dual history, two parts of the same country coming together
after many years of separation on political grounds. This leads to
misunderstanding sometimes as the systems do not always match.
Hospitals have been run according to the British colonial system, the East
European model, the American/Saudi pattern and any variation thereoff. We
are looking for good and well tried models out of Europe, Asia and Africa
giving us patterns for:
District Hospitals 60-120 beds (incl surgery, gyno/obst, paed, int.med)
Provincial Hospitals 100-220 beds (major specialities)
Regional Referal Hospitals 200-400 beds (all specialities + burns & major
orthopedics))
National Referal Hospitals around 500 700 beds incl Cancer. Renal etc.
Does anyone have 1 a key for staffing
2 standard treatment procedures from the point of admission to the point
of discharge (in whatever way) at these levels.
National authorities must have some quideline I think for the above,
we have too many and none meeting our requirement
We would be greatly helped with literature, experience, guidelines or hints
to put our system on a satisfying, maintainable and sustainable footing.
