E-DRUG: Impact of HSR on management of drug supply

Dear Colleagues,
The past decade has witnessed an upsurge in the number of developing
countries that have or are considering the implementation of Reforms
in the Health Sector (HSR).
I would like to share with you ideas/opinions/experiences/
implementation problems and "the impact of HSR on the following
issues:
a) management and supply of pharmaceuticals
b) organizational structures and roles of pharmacy departments
within the reformed Ministry of Healths/Boards including academic
structures
c) decentralization of drug (other supplies ?) budgets -
responsibilities and roles of the regions/provinces/districts
d) decentralization of procurement and quantification of needs -
roles and responsibilities of the central and regional level
e) integration of logistics functions in the public health
sector : When to integrate, why and how ???
f) donor coordination with the government (Aims, strengths,
weaknesses, co-financing). What about reforms within the donor
agencies ?
h) Monitoring of pharmaceutical systems under HSR
