Dear E-druggers,

In response to the moderator's comments on my previous message, I would like
to add the following:

The UN INCB has a global mandate for organisation of enforcement in its area
of competence. In fact it does a pretty good job controlling the illicit
narcotics and psychotropics business as a result of 3 UN conventions.

I would hesitate to predict the current global scenario of illicit narcotic
and psychotropic trade (and consequent public health impact), without these
conventions ever being established. INCB doesn't need physical resources to
do its overseeing job; it has a global enforcement mandate. In my developing
country experience, these conventions are highly respected by national
authorities and resources for implementation come readily from their side as
a result of respect for UN conventions.

A lot can be learnt in terms of the successes that the UN conventions on
narcotics, psychotropics and precursors have achieved in dealing with a
cross-sectoral crime/health issue and which can, in theory, be applied to
tackling the "fake medicine / pharmaceutical crime" scenario.

INCB thus has an important role in contributing towards tackling the global
scourge of fake drugs and pharmaceutical crime. UN INCB needs to be an
active and involved global partner in the solution to the problem.

Jonathan Harper believes that developing country governments respect the
UN conventions illicit on narcotics and psychotropics business:

In my developing country experience, these conventions are highly
respected by national authorities and resources for implementation

conventions.

He may be right. But it seems to me that at least some of this 'respect'
comes from US Government (DEA) arm-twisting.

I remain puzzled by the answers given however, to why in the US, Controlled
drugs remain advertised to the general public in apparent disregard to the
conventions.
