E-DRUG: Independent Senior PSM expert Asia-based

ResultsinHealth (RiH) has major responsibilities for Procurement and Supply Chain Management (PSM) oversight activities in over 50 countries, through a collaborative agreement with Pricewaterhouse Coopers and the Global Fund to Fight AIDS, Tuberculosis and Malaria (the 'Global Fund') for LFA services. Products procured under Global Fund grants include pharmaceuticals, diagnostics, lab materials, medical equipment, and preventive materials such as long-lasting insecticide treated nets and condoms. Our mission is to ensure their rational purchase, distribution and use throughout the health system by assisting implementing partners, governments and donors with reviews and recommendations.
ResultsinHealth (RiH) is currently looking for an independent Senior PSM expert who is experienced in assessing grants and systems to procure and manage health commodities to cover multiple country grants out of the Asia region.
This is not a fulltime assignment. RiH is looking for part-time consultants and anticipates annual Level of Effort to be about 1/3 FTE.
Responsibilities
Assessments relate to the full cycle of product selection, quantification of needs, procurement, quality assurance, storage, distribution, inventory management, and their appropriate use. Experts will assess and monitor PSM and LMIS systems, with the aim of ensuring best practice and risk minimization for the Global Fund grants. Activities may involve onsite assessment visits, as well as desk reviews of PSM related planning and monitoring documentation.
The Sr Expert will work in support and coordination with other PSM Sr Experts on the portfolio, as well as locally-based Jr PSM Experts.
Qualifications
Successful candidates have at a minimum a university degree in pharmacy, in health, or in a related area, and no less than seven (7) years of experience in international procurement and supply chain management of health products, including extensive knowledge of public sector operations. Training in health product procurement, international tendering, supply chain management are desirable, as is experience in the management and implementation of HIV/AIDS, Malaria and Tuberculosis control programmes in developing countries, especially in South-East Asia.
Prior experience working with the Global Fund, UN agencies or other international development partners is desired.
Preference will be given to Asia-based Sr PSM Experts.
Languages
Excellent English proficiency is a key requirement, and for this assignment, proficiency in local languages, such as Bahasa Indonesian, Filipino, Khmer, Thai, Vietnamese etc, is desirable.
