E-drug: Information on drug licenses

Dear E-druggers,
I am a pharmacist, working with La revue Prescrire and other French
organizations (Pimed, Medecins sans Frontieres, and Centre
International de l'Enfance et de la Famille). As part of my work I try
to determine the impact of the World Trade Organization (WTO)
agreement on drug prices. This agreement is important for the world
drug situation in many ways, one of them being that countries will
have to recognize drug licenses from others. This may have important
implications for prices of new drugs in those developing countries
where local copies of patented drugs are manufactured and consumed.
I am looking for a database of all drug licenses (date of issue and
expiration, by country). The orbit/questel database appears to be the
main source of information on this, but this website is commercial and
rather expensive. Does anyone know other (free) information sources?
