E-drug: Ingelfinger rule

Hello, E-druggers and Dr.L.Offerhaus,
I want to know what is "Ingelfinger rule"?
Did NEJM violate the rule? Because the article on ramipril is
distributed by NEJM for the early release by their E-mail newsletter.
If NEJM have broken the rule, that is very annoying issue.
