Indian Institute of Health Management Research (IIHMR), a WHO Collaborating
Centre for District Health System based on Primary Health Care is conducting
an International Training Course on Rational Management of Medicines - A
Focus on HIV/AIDS, Tuberculosis and Malaria from February 4 to 15, 2013 at
Jaipur (India). This institution is dedicated to improvement in standards
of health through better management of health care and related programs. It
seeks to accomplish this through management education, training, research,
consultation and institutional networking in a national and global
perspective. The Ministry of Health and Family Welfare, Government of India
has identified the institute as an Institute of Excellence for training and

in Promoting Rational Drug Use of in Communities since 2003 and has also
organized 2 international courses on Anti-retroviral and Related Drug Supply
Chain Management in Low Resource Settings.
Perspective
Health is a basic human right which can be enjoyed best only with access to
essential medicines. Cost-effective medicines and interventions for
controlling major diseases do exist, but a lack of appropriate utilization
of money for appropriate selection of medicines and a range of system
constraints hamper efforts to expand universal health services to the poor.
Main diseases of poverty such as HIV/AIDS, malaria and tuberculosis continue
to claim innumerable lives in low income countries, despite availability of
evidence based cost-effective treatment options. Access to medicines can be
best ensured by proper selection and use of medicines, affordable prices for
quality medicine, sustainable financing and reliable heath system.
Irrational medicine use continues to be a global public health problem.
Counterfeit and poor quality medicines are an additional barrier to
equitable access to medicines. Millions of adults and children die each year
from treatable and preventable diseases. There is an urgent need to develop
adequate strategies that ensure better access to medicines. It is about
getting evidence-based cost-effective medicines to the people who need them
through improving procurement and their distribution, and/or slowing down
the development of antimicrobial resistance.
Objectives
- To enable participants to understand and apply the concepts and
principles of rational use of medicines, essential medicines, and standard
treatment guidelines with a focus on the diseases of poverty HIV/AIDS,
malaria and tuberculosis,
- To understand the need for a national and international medicine
policy environment,
- To improve knowledge and skills towards ensuring access to
medicines with appropriate services, and
- To gain practical field experience for rational medicine
management within different health system contexts
- To get exposed to practical approaches in developing effective
strategies for change.

Participants
The program is meant for Policy makers, Management Staff from Ministries of
Health, Program Managers of HIV/AIDS, Tuberculosis and Malaria, NGO
Officials responsible for national and local programs, Development Aid
Agencies, Social Scientists, Doctors, Pharmacists and other public health
professionals interested in Promoting Rational Medicine Use. The number of
participants would be restricted to 30.
Training Approach
The program will use a mix of lecture by resource persons to introduce the
lead concept and encourage active interaction by the participants through
classroom discussions, group work and presentations. The course will be
conducted in English.

Duration and Venue
The program is of 2 weeks duration. The program will start on Monday, 04th
February 2013 and conclude on Friday, 15th February 2013. The program is
scheduled to be held at Institute of Health Management Research, Jaipur.
Certification
A certificate of participation on completion of the program will be issued
by IIHMR, Jaipur.
Program Fee and Application
The Program Fee of US$ 1000 covers twin-shared air-conditioned accommodation
at the Institute Guest House, tuition, course materials, field visit, and
airport pickup, with breakfast, lunch, dinner and tea/coffee during the
