Title: Principal Technical Advisor, Pharmaceutical Systems
Location: Arlington VA

Overview
This position provides technical leadership aimed at strengthening
national pharmaceutical management systems in SIAPS-assisted countries with
a *focus on pharmaceutical sector regulatory systems, medicine policies,
medicine safety and pharmacovigilance programs*. We are looking for an
experienced senior technical advisor who has significant and relevant
expertise and experience in national medicines regulatory policies and
systems including pre- market evaluation of medicines, GMP inspections,
drug safety and pharmacovigilance (PV) in the context of emerging and low
and middle income countries.

SPECIFIC RESPONSIBILITIES:

Support to Country Programs (30%)*
   - Provide technical support to SIAPS staff at HQ and field for the
   development strategies for strengthening national medicine regulatory
   systems.
   - Support SIAPS-assisted countries to assess their regulatory framework
   on medicines registration and regulatory compliance management system and
   provide technical support to improve regulatory framework and practices.
   - Support SIAPS-assisted countries and Regional Initiatives to develop
   and implement good regulatory practices to meet the minimum level of
   international standards as part of a global regulatory harmonization effort.
   - Provide SIAPS-assisted countries with technical support for the
   development and implementation of technical approaches and strategies for
   strengthening PV processes.

*Support IT team and consolidate use of existing SIAPS e-products (10%)*

   - In collaboration with the P&HT Director for Systems Analysis and
   Software Products, provide guidance and support for the development and
   implementation of appropriate electronic and/or paper- based tools.

*Report program outcomes, disseminate lessons learned and practices (20%)*

   - Participate in developing appropriate program metrics for the
   measurement of the outcome and impact of implemented system interventions:
   seek opportunities for dissemination of lessons learned, research,
   publications, and other development and communications activities.
   - Participate in the development of reports on SIAPS pharmaceutical
   systems initiatives in accordance with the M&E plan, objectives, and USAID
   intermediate results.
   - Support the development and review of operations research protocols
   and facilitate multi-country studies in common technical areas; and
   facilitate sharing of technical approaches across SIAPS countries.

*Participate in capacity building of USAID and SIAPS staff in regulatory affairs (10%)*

   - Plan, organize, customize and conduct training courses and brown bags
   covering regulatory affairs technical areas for USAID, external audiences
   and SIAPS staff.

*Maintain SIAPS international presence with regular communications with
USAID, international donors and implementers (20%)*

   - Maintain liaison with USAID, international and regional organizations,
   donor agencies, foundations, universities, and voluntary organizations.

*Present reports and updates; develop strategies for new business opportunities (5%)*

   - Provide Pharmaceutical System Cluster Lead with quarterly, written
   technical briefs, country and global updates on technical issues and/or
   issues of strategic importance.
   - Support Pharmaceutical System Cluster Lead to develop new business
   opportunities and updates on recent developments/trends in global drug
   regulatory issues.

*Supervise Staff (5%)*

   - Supervise technical staff as assigned.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

   - Graduate degree in a health-related field with specialized training
   and/or experience relating to Pharmaceutical Systems and Regulatory Affairs
   required; physician, nurse, or pharmacist qualification preferred.
   - Minimum of 8 years, however 10 years’ experience is preferred working
   in international public health systems strengthening with demonstrated
   engagement with relevant regional and international bodies and associations.

*Knowledge and Skills*

   - Significant relevant experience in pharmaceutical systems especially
   in one or more of the areas of pharmaceutical policy, medicines control and
   regulatory affairs, pharmacovigilance, medicines selection and health
   technology assessments in the context of developing countries is required.
   - Relevant experience in international public health with experience in
   pharmaceutical services and systems strengthening strongly preferred,
   particularly those related to the implementation of reproductive health,
   MCH, HIV/AIDS, Malaria, NTD, TB prevention, care, and treatment programs in
   developing countries.
