E-drug: Lack of transparency at WHO?

Dear e-druggers,
WHO's EDM program is running a prequalification system for suppliers of
antiretrovirals and other drugs. To do this work WHO has just recruited a
new staff with no other background than being a freelance consultant for
multinational pharma companies. There is more: this position has been
filled without announcing that WHO was looking for someone for this
job.
Is WHO willing to make public the reasons for this choice or prefer
to jeopardize the credibility of the prequalification program?
